Personalausweis

1. Allgemeines: 
Deutsche im Sinne des Grundgesetzes sind ab Vollendung des 16. Lebensjahres verpflichtet, einen Personalausweis zu führen. (Ausgenommen hiervon sind Personen, die einen gültigen Reisepass besitzen.) Auch Kinder und Jugendliche unter 16 Jahren können bereits einen Personalausweis erhalten. Bei der Antragstellung müssen sie aber anwesend sein und von einem Sorgeberechtigten begleitet werden. Ab 01.11.2010 haben Personalausweise eine eID-Funktionsmöglichkeit, mit der man sich im Internet ausweisen kann. Diese ist mit einer besonderen PIN-Nummer geschützt, welche jeder Antragsteller persönlich bei Beantragung des Ausweises ausgehändigt bekommt.

2. Beantragung: 
Die Beantragung eines Personalausweises soll grundsätzlich in dem Ort erfolgen, wo Sie mit Hauptwohnung oder alleiniger Wohnung gemeldet sind. Zur Beantragung eines Personalausweises kommen Sie bitte persönlich in das Bürgerbüro, da Sie vor Ort in Gegenwart der Mitarbeiter eine Unterschrift und Fingerabdrücke abgeben müssen. Eine andere Person mit Vollmacht kann dies nicht für Sie erledigen. Es muss ein aktuelles, biometrisches Passfoto in digitaler Form vorgelegt werden.

3. Bearbeitungsdauer/Abholung: 
Die Bearbeitungsdauer bei der Bundesdruckerei beträgt ca. 2-3 Wochen.

4. Gültigkeit:
Die Gültigkeit des Ausweises beträgt

  • bei Personen bis 24 Jahren: 6 Jahre
  • bei Personen ab 24 Jahren: 10 Jahre

5. Änderungen:

  • ein Personalausweis kann nicht verlängert werden
  • eine Änderung des Ausweises wegen Namensänderung nach Heirat oder Scheidung ist nicht möglich; es muss ein neuer Ausweis beantragt werden
  • eine Adressänderung wird mit einem Adressaufkleber ergänzt und bei einem ab 01.11.2010 erstellten Personalausweis auch auf dem Chip gespeichert.
  • Ausweise, die ab 01.11.2010 beantragt wurden, haben eine eID-Funktionsmöglichkeit zur Identifizierung im Internet.
  • Die im Zusammenhang mit der eID-Funktion zu nutzende PIN-Nummer kann im Bürgerbüro auch nachträglich verändert oder neu gesetzt werden.

6. Verlust:
Bei Verlust des Personalausweises informieren Sie bitte umgehend den Sperrnotruf unter Tel.: 116 116. Bei diesem Anruf müssen Sie Ihr Sperrkennwort mitteilen. Sie finden dieses Kennwort in Ihrem PIN-Brief. Eine Verlustanzeige wird im Bürgerbüro aufgenommen. 

7. Vorläufiger Personalausweis:
Falls Sie sofort einen Personalausweis benötigen, können Sie neben der Beantragung des "richtigen" Personalausweises auch einen vorläufigen Personalausweis beantragen. Dafür benötigen Sie ein weiteres Passfoto. Der vorläufige Ausweis wird Ihnen sofort bei Ihrem Besuch ausgestellt und ausgehändigt, sofern die Voraussetzungen erfüllt sind. Der vorläufige Personalausweis ist längstens 3 Monate gültig. Eine Verlängerung ist nicht möglich.

8. Gebühren:

  • 22,80 Euro (Personen unter 24 Jahre)
  • 37,00 Euro (Personen über 24 Jahre)
  • 10,00 Euro zusätzlich für einen vorläufigen Personalausweis
  • 6,00 Euro zusätzlich, wenn Sie das digitale Passfoto im Bürgerbüro aufnehmen (derzeit aufgrund technischer Probleme nicht möglich)

9. Benötigte Unterlagen:

  • Personalausweis, Reisepass oder Kinderreisepass (falls vorhanden)
  • ein aktuelles, digitales biometrietaugliches Passfoto (heller Hintergrund, nicht älter als 6 Monate), auf dem Sie zweifelsfrei erkennbar sind
    • Bitte beachten Sie, dass seit dem 01.05.2025 papierbasierte Passfotos durch das Bürgerbüro nicht mehr akzeptiert werden dürfen. Nähere Informationen finden Sie hier: *Link zu unserer Pressemitteilung*
  • Geburtsurkunde (bei Ledigen) bzw. Heiratsurkunde im Original oder Stammbuch; bei ausländischen Urkunden mit Übersetzung eines staatlich anerkannten Übersetzers im Original
  • Jugendliche unter 16 Jahren müssen von mindestens einem Sorgeberechtigen begleitet werden, das Formular "Zustimmungserklärung" von beiden Elternteilen unterschrieben vorlegen und zur Beantragung die beiden Personalausweise der Eltern mitbringen.
  • Sofern alleiniges Sorgerecht für ein Elternteil vorliegt - Nachweis hierüber (z.B. rechtskräftiger Sorgerechtsbeschluss)
  • ggf. Verlusterklärung

Personalausweisportal

1. General Information:
Germans as defined by the Basic Law are required to carry an identity card from the age of 16. (This does not apply to persons who possess a valid passport.) Children and young people under 16 can also obtain an identity card. However, they must be present and accompanied by a parent or legal guardian when applying. Since November 1, 2010, identity cards have an eID function, which can be used for online identification. This function is protected by a special PIN, which each applicant receives personally when applying for the card.

2. Application:

 Applications for an identity card should generally be submitted in the town or city where you are registered as having your primary or sole residence. Please come to the citizens' registration office in person to apply for an identity card, as you will need to provide your signature and fingerprints in the presence of staff. Another person, even with power of attorney, cannot do this for you. A current, biometric passport photo in digital format must be submitted.

3. Processing time/Collection:

Processing at the Federal Printing Office takes approximately 2-3 weeks.

4. Validity:

The validity of the identity card is:

for persons up to 24 years of age: 6 years

for persons 24 years of age and older: 10 years

5. Changes:

An identity card cannot be extended.

A change to the identity card due to a name change after marriage or divorce is not possible; a new identity card must be applied for.

An address change is added with an address sticker and, for identity cards issued on or after November 1, 2010, is also stored on the chip.

Identity cards applied for on or after November 1, 2010, have an eID function for online identification.

The PIN number used in connection with the eID function can also be changed or reset at the citizens' registration office.

6. Loss:

If you lose your identity card, please immediately inform the emergency blocking hotline at 116 116. During this call, you will need to provide your blocking password. You can find this password in your PIN letter. A loss report will be filed at the citizens' registration office.

7. Temporary Identity Card:

If you need an identity card immediately, you can apply for a temporary identity card in addition to applying for the "regular" one. You will need an additional passport photo for this. The temporary identity card will be issued and handed to you immediately upon your visit, provided the requirements are met. The temporary identity card is valid for a maximum of 3 months. It cannot be extended.


7. Temporary Identity Card:

If you need an identity card immediately, you can apply for a temporary identity card in addition to applying for the "regular" one. 8. Fees:

€22.80 (persons under 24 years of age)

€37.00 (persons over 24 years of age)

€10.00 additional for a temporary identity card

€6.00 ​​additional if you have your digital passport photo taken at the Citizens' Office (currently unavailable due to technical issues)

8. Required Documents:

Identity card, passport, or child's passport (if applicable)

A current, digital, biometric passport photo (light background, no more than 6 months old) in which you are clearly recognizable. Please note that since May 1, 2025, the Citizens' Office is no longer permitted to accept paper-based passport photos. Further information can be found here: *Link to our press release*

Original birth certificate (for single persons) or marriage certificate or family register; Foreign documents must be accompanied by a translation of the original by a state-certified translator.

Young people under 16 years of age must be accompanied by at least one parent or legal guardian, submit the "Declaration of Consent" form signed by both parents, and bring both parents' identity cards to the application.

If one parent has sole custody, proof of this must be provided (e.g., a legally binding custody order).

If applicable, a declaration of loss.

Identity Card Portal
